It is important to note that when talking about cigarette butts generated by smokers, reference is not only made to filters for traditional cigarettes and cigarillos, but also to filters for fine-cut and heated tobacco.<\/p>\n<p><strong>In the case of combusted tobacco<\/strong>, each butt consists of the filter, made in turn of cellulose acetate \u2013 which filters out the substances produced (residues, nicotine, carbon monoxide) and helps the smoker to hold and put out the cigarette \u2013 and also of paper, unburned tobacco, ash and other combustion by-products.<\/p>\n<p><strong>In the case of heated tobacco<\/strong>, stick filters are made of bioplastics (cellulose acetate and\/or polylactic\u00a0acid) with the function of lowering the temperature of the vapour, so as to make it suitable for inhalation and retaining its chemical substances. As there is no combustion, there is no ash or other smoke residues.<\/p>\n<p>Both filters, those used in combusted tobacco products and those in heated tobacco products, if not properly disposed of, can cause considerable environmental damage. That is why the law provides for such products Extended Producer Responsibility (EPR) as a policy instrument.<\/p>\n<p><strong class=\"f-blue\">Erion<\/strong> <strong class=\"f-green\">Care<\/strong> is the Compliance Scheme of the Erion System that ensures the fulfilment of the obligations under the EPR regulation on waste generated by tobacco products with filters and filters for use in combination with tobacco products, pursuant to <a href=\"https:\/\/www.gazzettaufficiale.it\/eli\/id\/2021\/11\/30\/21G00210\/sg\" target=\"_blank\" rel=\"noopener\"><strong><u>Legislative Decree No. 196 of 2021<\/u><\/strong><\/a> (\u201cSUP Decree\u201d) implementing <a href=\"https:\/\/eur-lex.europa.eu\/legal-content\/EN\/TXT\/PDF\/?uri=CELEX:32019L0904&amp;from=EN\" target=\"_blank\" rel=\"noopener\"><strong><u>Directive (EU) 2019\/904<\/u><\/strong><\/a>.<\/p>\n<\/p><\/div>\n<\/p><\/div>\n<\/p><\/div>\n<div class=\"faq-item\">\n<div class=\"faq-header\" id=\"faq-domanda-2-3\">\n<h4 class=\"collapsed\" data-toggle=\"collapse\" data-target=\"#faq-risposta-2-3\" aria-expanded=\"true\" aria-controls=\"faq-domanda-2-3\">\n                                           3 &#8211; What is littering?                    \t\t\t\t\t<span class=\"faq-header-arrow\"><br \/>\n\t\t\t\t\t\t<i class=\"fas fa-chevron-right faq-header-arrow-off\"><\/i><br \/>\n\t\t\t\t\t\t<i class=\"fas fa-chevron-up faq-header-arrow-on\"><\/i><br \/>\n\t\t\t\t\t<\/span><br \/>\n                <\/h4>\n<\/p><\/div>\n<div id=\"faq-risposta-2-3\" class=\"collapse \" aria-labelledby=\"faq-domanda-2-3\" data-parent=\"#faq-2\">\n<div class=\"faq-content\">\n<p>Littering is the deliberate or unintentional disposal of <strong>small-sized waste in public or open spaces<\/strong>. Regrettably, this is a very common phenomenon, which also includes cigarette butts. This appears evident if we think that in Italy about <strong>64% of cigarettes smoked in public places (parks, gardens, squares and streets) are disposed of improperly<\/strong> by discarding the butts as litter.<\/p>\n<\/p><\/div>\n<\/p><\/div>\n<\/p><\/div>\n<div class=\"faq-item\">\n<div class=\"faq-header\" id=\"faq-domanda-2-4\">\n<h4 class=\"collapsed\" data-toggle=\"collapse\" data-target=\"#faq-risposta-2-4\" aria-expanded=\"true\" aria-controls=\"faq-domanda-2-4\">\n                                           4 &#8211; What are the causes of littering?                    \t\t\t\t\t<span class=\"faq-header-arrow\"><br \/>\n\t\t\t\t\t\t<i class=\"fas fa-chevron-right faq-header-arrow-off\"><\/i><br \/>\n\t\t\t\t\t\t<i class=\"fas fa-chevron-up faq-header-arrow-on\"><\/i><br \/>\n\t\t\t\t\t<\/span><br \/>\n                <\/h4>\n<\/p><\/div>\n<div id=\"faq-risposta-2-4\" class=\"collapse \" aria-labelledby=\"faq-domanda-2-4\" data-parent=\"#faq-2\">\n<div class=\"faq-content\">\n<p>Littering is primarily a behavioural\u00a0and sociological issue, fuelled by a lack of knowledge of the impacts that such an action can have and the general disregard of some people for urban spaces, the environment, and the civil rules of good coexistence.<\/p>\n<\/p><\/div>\n<\/p><\/div>\n<\/p><\/div>\n<div class=\"faq-item\">\n<div class=\"faq-header\" id=\"faq-domanda-2-5\">\n<h4 class=\"collapsed\" data-toggle=\"collapse\" data-target=\"#faq-risposta-2-5\" aria-expanded=\"true\" aria-controls=\"faq-domanda-2-5\">\n                                           5 &#8211; What are the environmental impacts of cigarette butts littering?                    \t\t\t\t\t<span class=\"faq-header-arrow\"><br \/>\n\t\t\t\t\t\t<i class=\"fas fa-chevron-right faq-header-arrow-off\"><\/i><br \/>\n\t\t\t\t\t\t<i class=\"fas fa-chevron-up faq-header-arrow-on\"><\/i><br \/>\n\t\t\t\t\t<\/span><br \/>\n                <\/h4>\n<\/p><\/div>\n<div id=\"faq-risposta-2-5\" class=\"collapse \" aria-labelledby=\"faq-domanda-2-5\" data-parent=\"#faq-2\">\n<div class=\"faq-content\">\n<p>When improperly disposed\u00a0of, cigarette\u00a0butts\u00a0not only <strong>pollute<\/strong> our cities, but also \u2012 through rain and wind \u2012 rivers and seas, causing serious damage to ecosystems on a global scale.<\/p>\n<p>The butt filter is in fact the most resistant part of tobacco products being made mostly of <strong>cellulose acetate<\/strong>, which can <strong>take even years to degrade<\/strong>. This, if improperly disposed of, can contaminate the surrounding environment: just think that <strong>a single cigarette butt can contaminate up to 1,000 litres of water<\/strong>.<\/p>\n<\/p><\/div>\n<\/p><\/div>\n<\/p><\/div>\n<div class=\"faq-item\">\n<div class=\"faq-header\" id=\"faq-domanda-2-6\">\n<h4 class=\"collapsed\" data-toggle=\"collapse\" data-target=\"#faq-risposta-2-6\" aria-expanded=\"true\" aria-controls=\"faq-domanda-2-6\">\n                                           6 &#8211; What are the impacts of littering on wildlife?                    \t\t\t\t\t<span class=\"faq-header-arrow\"><br \/>\n\t\t\t\t\t\t<i class=\"fas fa-chevron-right faq-header-arrow-off\"><\/i><br \/>\n\t\t\t\t\t\t<i class=\"fas fa-chevron-up faq-header-arrow-on\"><\/i><br \/>\n\t\t\t\t\t<\/span><br \/>\n                <\/h4>\n<\/p><\/div>\n<div id=\"faq-risposta-2-6\" class=\"collapse \" aria-labelledby=\"faq-domanda-2-6\" data-parent=\"#faq-2\">\n<div class=\"faq-content\">\n<p><strong>Animals, birds, fish and even pets can ingest plastic waste by mistaking it for food<\/strong>: when this happens with small-sized waste such as tobacco product litter, it can lead to blockages in their digestive systems and even death because of the substances it contains.<\/p>\n<p>Over time, the butts degrade, but when this occurs at sea, the likelihood of intake by marine organisms and birds increases exponentially: many substances present in cigarette butts have been <strong>found in 30% of turtles and 70% of the birds analyzed<\/strong>.<\/p>\n<\/p><\/div>\n<\/p><\/div>\n<\/p><\/div>\n<div class=\"faq-item\">\n<div class=\"faq-header\" id=\"faq-domanda-2-7\">\n<h4 class=\"collapsed\" data-toggle=\"collapse\" data-target=\"#faq-risposta-2-7\" aria-expanded=\"true\" aria-controls=\"faq-domanda-2-7\">\n                                           7 &#8211; What are the economic impacts of littering cigarette butts?                    \t\t\t\t\t<span class=\"faq-header-arrow\"><br \/>\n\t\t\t\t\t\t<i class=\"fas fa-chevron-right faq-header-arrow-off\"><\/i><br \/>\n\t\t\t\t\t\t<i class=\"fas fa-chevron-up faq-header-arrow-on\"><\/i><br \/>\n\t\t\t\t\t<\/span><br \/>\n                <\/h4>\n<\/p><\/div>\n<div id=\"faq-risposta-2-7\" class=\"collapse \" aria-labelledby=\"faq-domanda-2-7\" data-parent=\"#faq-2\">\n<div class=\"faq-content\">\n<p>Cigarette butts also contribute, to a significant extent, to a dirtier environment, especially of beaches, which can translate into economic impacts for the community in terms of damage to the image of places of historical and tourist interest, with a significantly\u00a0lower influx of tourists.<\/p>\n<\/p><\/div>\n<\/p><\/div>\n<\/p><\/div>\n<div class=\"faq-item\">\n<div class=\"faq-header\" id=\"faq-domanda-2-8\">\n<h4 class=\"collapsed\" data-toggle=\"collapse\" data-target=\"#faq-risposta-2-8\" aria-expanded=\"true\" aria-controls=\"faq-domanda-2-8\">\n                                           8 &#8211; How do we combat the phenomenon of littering?                    \t\t\t\t\t<span class=\"faq-header-arrow\"><br \/>\n\t\t\t\t\t\t<i class=\"fas fa-chevron-right faq-header-arrow-off\"><\/i><br \/>\n\t\t\t\t\t\t<i class=\"fas fa-chevron-up faq-header-arrow-on\"><\/i><br \/>\n\t\t\t\t\t<\/span><br \/>\n                <\/h4>\n<\/p><\/div>\n<div id=\"faq-risposta-2-8\" class=\"collapse \" aria-labelledby=\"faq-domanda-2-8\" data-parent=\"#faq-2\">\n<div class=\"faq-content\">\n<p>There is no simple solution; addressing the problem requires integrated actions and strategies by producers, national institutions, local authorities, environmental associations and consumers. Among these, <strong>awareness-raising activities are of primary importance<\/strong> for educating\u00a0and sensitize the\u00a0public, first and foremost consumers, of the damage that a seemingly trivial act causes to the environment and society.<\/p>\n<p>Best practices, campaigns, activities or initiatives implemented so far are mainly structured in the following areas of action:<\/p>\n<ol>\n<li><strong>Raising citizens\u2019 awareness<\/strong> about respecting the environment and on the impacts, risks,\u00a0and consequences of littering by focusing on educating people about <strong>sustainability<\/strong>.<\/li>\n<li><strong>Removal of tobacco product litter<\/strong> and the cleaning of the <strong>environment and the territory<\/strong>.<\/li>\n<li>More effective <strong>placement of the bins<\/strong> already installed, promoting the interception of cigarette butts in hotspots (i.e., areas\u00a0that\u00a0are\u00a0used frequently, such as streets, squares or public gardens, where such waste is habitually generated), better <strong>signage<\/strong> of the available bins and the distribution of <strong>portable ashtrays<\/strong>, with the aim of providing people with a real alternative to wrong and uncivilized behaviour.<\/li>\n<\/ol><\/div>\n<\/p><\/div>\n<\/p><\/div>\n<div class=\"faq-item\">\n<div class=\"faq-header\" id=\"faq-domanda-2-9\">\n<h4 class=\"collapsed\" data-toggle=\"collapse\" data-target=\"#faq-risposta-2-9\" aria-expanded=\"true\" aria-controls=\"faq-domanda-2-9\">\n                                           9 &#8211; What are the sanctions envisaged in Italy for littering the environment with small waste such as cigarette butts?                    \t\t\t\t\t<span class=\"faq-header-arrow\"><br \/>\n\t\t\t\t\t\t<i class=\"fas fa-chevron-right faq-header-arrow-off\"><\/i><br \/>\n\t\t\t\t\t\t<i class=\"fas fa-chevron-up faq-header-arrow-on\"><\/i><br \/>\n\t\t\t\t\t<\/span><br \/>\n                <\/h4>\n<\/p><\/div>\n<div id=\"faq-risposta-2-9\" class=\"collapse \" aria-labelledby=\"faq-domanda-2-9\" data-parent=\"#faq-2\">\n<div class=\"faq-content\">\n<p>Article 40 of <a href=\"https:\/\/www.gazzettaufficiale.it\/eli\/id\/2016\/1\/18\/16G00006\/sg\" target=\"_blank\" rel=\"noopener\"><strong><u>Law No. 221 of 28 December 2015<\/u><\/strong><\/a> (so-called \u201cEnvironmental Provisions\u201d), introduces fines ranging from EUR 30 to EUR 150 for those who improperly dispose of small and very small waste by discarding it in the streets, water and drains, which double up to EUR 300 in the case of cigarette butts.<\/p>\n<\/p><\/div>\n<\/p><\/div>\n<\/p><\/div>\n<div class=\"faq-item\">\n<div class=\"faq-header\" id=\"faq-domanda-2-10\">\n<h4 class=\"collapsed\" data-toggle=\"collapse\" data-target=\"#faq-risposta-2-10\" aria-expanded=\"true\" aria-controls=\"faq-domanda-2-10\">\n                                           10 &#8211; What can Producers do to fulfil their responsibility for the proper management of tobacco product waste?                    \t\t\t\t\t<span class=\"faq-header-arrow\"><br \/>\n\t\t\t\t\t\t<i class=\"fas fa-chevron-right faq-header-arrow-off\"><\/i><br \/>\n\t\t\t\t\t\t<i class=\"fas fa-chevron-up faq-header-arrow-on\"><\/i><br \/>\n\t\t\t\t\t<\/span><br \/>\n                <\/h4>\n<\/p><\/div>\n<div id=\"faq-risposta-2-10\" class=\"collapse \" aria-labelledby=\"faq-domanda-2-10\" data-parent=\"#faq-2\">\n<div class=\"faq-content\">\n<p><strong class=\"f-blue\">Erion<\/strong> <strong class=\"f-green\">Care<\/strong> was established in 2022 to meet the requirements set forth in the SUP Decree on EPR.
